HS Code Basics for CNC Cutting Tools
The Harmonized System (HS) is a 6-digit international nomenclature developed by the World Customs Organization (WCO). Most countries add 2-4 more digits for their national tariff. For CNC cutting tools, four HS chapters cover 95% of what you ship or import:
| HS Chapter | What it covers | Common CNC items |
|---|---|---|
8209 |
Plates, sticks, tips for tools, of cermets or sintered metal carbides | CNMG, TNMG, DNMG, WNMG, SNMG inserts; CCMT/DCMT/TCMT/VCMT (positive) |
8466 |
Parts and accessories for machine tools (incl. tool holders) | DCLNR, MCLNR, PCLNR (external); A-DCLNR/L (boring bars) |
8207 |
Interchangeable tools for hand tools or machine tools | Solid carbide drills, end mills, taps, reamers (working part of cermet/carbide) |
8202 |
Hand saws; blades for saws of all kinds | Band saw blades, circular saw blades, hacksaw blades |
Common Classification Mistakes (and how to avoid them)
-
Inserts vs. tool holders. Indexable inserts (CNMG/TNMG/etc.) go under
8209. The steel body that holds them goes under8466.10as "tool holder." Mixing them up inflates duty by 3-5%. -
Carbide vs. HSS. Solid carbide end mills fall under
8207.70.40(carbide working part). HSS end mills go to8207.70.60. If the working part is carbide, the whole tool takes the carbide rate. - Whole tool vs. insert only. Selling a CNMG insert alone: 8209. Selling a CNMG insert pre-mounted in a DCLNR holder: classify by the holder (8466), since the holder determines function and value.
- Positive vs. negative rake. CCMT (positive) and CNMG (negative) are both 8209 — the rake doesn't change classification. But the holder is different (S-series vs D/M/P series), and so is the duty in some countries.
- "With working part of cermets." Subheading 8207.xx.40 always refers to carbide/cermet tools. The "40" sub-digit is your friend — it almost always means cermet/carbide in this chapter.
How to Use This Calculator
Tab 1 (Product › HS Code): pick what you ship. We return the official China export code, US HTS, and EU CN — plus a description you can paste into your commercial invoice field "Description of Goods."
Tab 2 (Country › Duty): pick the HS chapter and destination country. We return the MFN duty rate. Optional: enter CIF value to estimate duty in USD. Note that preferential rates (FTA, GSP, RCEP) can be 0% if you have a valid Certificate of Origin.
Required Customs Documents
- Commercial Invoice — must include HS code, country of origin, unit/ total value, incoterms.
- Packing List — gross/net weight, dimensions, carton count.
- Bill of Lading / Airway Bill — issued by carrier (DHL / FedEx / UPS).
- Certificate of Origin (COO) — issued by China Chamber of Commerce or authorized agent. Required for FTA preference.
- HS Code Declaration — 10-digit for US (HTSUS), 8-digit for EU (CN8), 10-digit for China export.
- Material Safety Data Sheet (MSDS) — only for coated tools with chemical treatment.
